当然是状语——原因状语。因为：
1.分词（短语）作状语时的基本位置是句首或句末，且，原因状多在句首 ，如 ：
a.Having finished his homework（因为做完了作业），the boy could go out to play.
b.Living far away from my school（因为住地离学校远），I have to get up very early every morning.
c.Deeply moved（由于深深地被感动了），I burst into tears.
所以 ，咱这儿的 being surrounded ……，从其句意逻辑和结构上讲，在此做状语，说明 the enemy were forced to put down…的原因。
2.分词短语做定语时，其基本位置是在它所修饰说明的名词之后，如：
The boy crying there （正在那里哭的男孩 ）is my brother.（ crying there 在名词 boy 之后，表意为“正在那里哭的 ”）
The house being built（正在被建的房子）is mine.（being built 在名词 house 后面，表意为 “正在被建的 ”）
