单就其本身的结构来讲，当然可以做定语从句，但，此处不能，因为：
1.主语的指代意义不同。宾语从句 that seemed to be the best route 中的 that 做 seemed to be 的主语，这说明其后省略了 route，这也就告诉咱 ，that 指代在几条路线当中 ，挑选出来的似乎是最好的那条 route，即，that route 做 seemed to be 的主语。
